You're just using it wrong

I find that if I haven't done mining for some time (because I was working on one of those other skills), the first couple of stones I mine are extremely slow. Then after the first couple of stones, I get back to OSRS gold collecting ores in the usual speed... Same thing with woodcutting (the very first few logs take a remarkably long time to get, but then the rate at which I get logs extends back to normal), and same thing with fishing.

Question #1) Has anyone else noticed the exact same thing? Where if you haven't trained a skill at just a little time, your character is really"rusty" in the ability to begin, but goes back to normal speed after the first couple of ores/logs/fish?

Issue #2) Is there a Runescape"rusty skill" subprogram, where if you haven't trained a skill at just a little while, your character will be rather slow at the ability for the first little bit, until your resource gathering ability rate returns to normal, and is only depending on your skill level and the kind of pickaxe/hatchet you're using?

You're just using it wrong. Magic, quite simply, isn't to be used just like Range and Melee is. Range and Melee can simply hit 1 target at a time, whilst magical (utilizing Ancients) can hit several targets at once. To demonstrate similarity, I will use a metaphor. Magic resembles a real-life atomic bomb. You wouldn't use a nuke like you'd use an Ak-47, now do you? No, nukes are utilized to hit several things at the same time, and cheap RuneScape gold obliterate them all, while an Ak-47 is made to extract folks.
