Preventing torture and ill-treatment in Europe

Torture and ill-treatment of people under detention are terrible human rights violations, but they still happen in Europe today. This ill-treatment is inflicted by officials working for the same public authorities that are responsible not only for the surveillance of these persons, but also for their protection and the protection of their rights.
Officials responsible for ill-treatment of persons under detention are often not held accountable for their actions. Too many inquiries are filed hastily; too many cases remain pending before courts until the statute of limitations expires. The investigation of these incidents is often too weak, bureaucratic and not very independent.

Unfortunately but there really are tortures and ill treatments in detentions and this fact is inhuman. People doesn't realize that these convicts also are people who deserve to live and deserve a second chance for sure. Even if they are guilty for some reasons they should not be caned and tortured.
