Hey, I suppose it's easier to make a site by yourself, by using special programs, for instance dreamweaver or there are free hostings which offer ready made sites, you have just to add content.

Yes he's right, there's plenty of freelance sites, I won't do an advertisment for them, but it's much more cheaper to hire a freelancer than to appeal to company, that guys are chasing for work and they won't demand big fee.

If I were you you have to find a free lancer web designer. It is more cheaper.
