i am mexican and want to stay for 3 months or longer

Regarding visas, you will not need anything if your stay is shorter than 90 days if you are a U.S. citizen.

Then it does not matter where you travel from. What matters is your nationality. You will need to obtain a visa from the Bulgarian consulate in the U.S. or Mexico even for the entry. If you want to work there, you will need a work permit too but if you just want to stay there, you will need a visitor visa.

For a short stay of up to 90 days as tourist you just need your Mexican passport which must be valid for at least six month.

If you plan to stay longer you need to apply for a visa in advance at the Bulgarian Embassy in the country you are legally residing. Further information on long-stay national visa may be found in the source provided.
