when I power on my laptop there's a file with a ? Flashing on the screen and that's it. What am I supposed to do?

This means that your startup drive and/or operating system cannot be located—AKA you don't have a working computer. Apple has a support article on their website that should help you get started rectifying the issue. Scheduling genius bar appointment is also a good idea, I was having the same issue that was fixed at genius bar.
