it happened in a small town Legutiano outside a police barracks. One policeman died. Although no group claimed it made the attack, the region governor blames Eta. Is it normal to blame this group for every event which happens in the country? Maybe they are exaggerating?

I consider it's their internal affair, and certainly the Spanish know better who did this, that's why probably they are right
