The system of maintenance of health of citizens is one of the most inconsistent social structures in the modern democratic state. On the one hand - absolutely equal right of all people to medical aid, and with another - extremely high cost of separate kinds of treatment. Hence, healthy people provide with the work a life and that who not too cared about own health. It seems to me that the modern system of public health services should stimulate people including it is material, to maintenance of the organism in a healthy condition.
Individual medical accounts
Into such accounts means from the state budget, intended on health services payment should be brought (annually). The sum brought into the account, is identical to all categories of citizens and is defined by simple division. If the rest size on the account of the citizen is insufficient for payment of necessary treatment it can take advantage of means from accounts of relatives or other persons (from their consent!). If also these means it is not enough, it can take advantage of the bank credit, bringing as pledge the future receipts into the account (accounts).
In the offered scheme it is possible to add the permission to some categories of citizens (to pensioners?) to use the means saved up on the medical account for increase of own standard of living (transfer of a part of means from the medical account on pension).
Medical model
The overwhelming part of the medical data received for time of a life of people, is not used. The information from out-patient cards turns to a quantity of the calories raising average temperature of atmosphere. Basically, to use the information from these which have been thought up still "till a historical materialism epoch", cards difficultly enough. Even doctors with whom and for which this card is conducted, are often confused in these "records".
Introduction in practice of electronic medical model of the person - databases in which all medical data about the person, for all lived years accumulates. Objective (analyses, kardio - and tomograms, x-ray pictures etc., etc.) and subjective (diagnoses and opinions of doctors, introspection of the patient...) the data in the processed and "crude" kind - everything that will help doctors with treatment of the given person and following generations.
Such models should be accessible (in an anonymous kind) to the analysis to all persons having the corresponding licence (the doctor, the microbiologist, etc).

At rendering of emergency medical aid the special information on the patient (the transferred diseases, allergic reactions, frequently, is necessary for the doctor...). The structure of the data under the name "Medical passport", stored in the special device or in a usual mobile phone can render it the essential help in it. It is important only that such passport would be available for each person.
