At an Eu summit in Brusseles,the Prime Minister,Gordon Brown, offered to pay the money into Eu fund to help poor countries to reduce their carbon emissions. Britain will be the largest contributor. Germany and France promissed around 1.2 billion euro to the EU fund, which will be worth around7.2 billion euro in all.Draft agreement, released on Friday, calls for developed countries to decrease their green house gas emissions by up to 45 % by 2020.

This is a publicity stunt for Gordon Brown, desperate to be recognised as a world statesman - it's the same game Tony Blair used to play (and he had a lucrative career lecturing at foreign universities once his career as prime minister ended). Britain is still in recession while France and Germany are more prosperous: why the **** would Gordon Brown offer to be the largest contributor?! We in Britain are being told that our public services must be cut back because we are so short of money!
The Guardian (19/12/09) stated "There are promises of short term finance to the tune of $10bn a year over three years for poor countries to help them fight climate change, and a long term funding package worth $100bn a year by 2020." - there were no details on who exactly would pay this, and there are no legally binding emissions targets.
If Gordon Brown were serious about climate change he would use that money to sort out our housing crisis and reform public transport (so that we didn't have to live far away from work and drive everywhere!) Or he could use that money to make our power stations more efficient using CHP.
