I live in Canada and here, even if you have a university degree from another country, it can be pretty hard for an immigrant to get a good job if they are not fluent in English. Immigrants usually work in fast food, factories, are janitors, etc.
Is it the same in Finland? English is a pretty wide spread language, so would an English speaking person with limited Finnish be able to find a decent job?

Don't generalize too much. Everything in life is not written on stone in advance and it's all about what skills you posses. If you don't believe in your abilities on job hunt and in yourself then nobody else will do that for you and nobody else will have trust on you. It's simple and evil as that.
Nevertheless it's very important to have faith in oneself, it's not enough if there's no jobs around or too many applicants, too much education, rising academic unemployment levels. It's all reality in Finland currently and we're going to see rising unemployment rates this year and later on.
New IKEA store opened in Tampere and they currently are looking for staff. They received well over 8000 applications and they only have about 200 positions open. You could just count the probability of getting any of those jobs.
Jobs that are on public sector may be more stable but they're not really that easy to get. I say you should consider any english speaking countries instead. It's really a global thing, immigrants may not become first unless they have unbeatable experience, skills. But hey even the native Finns have the same problems.
