Civil Law and Consumer Rights in Finland?

I have a dispute with Hewlett Packard for selling me the faulty laptop computer. I bought it from the UK but now I live in Finland and want to sue them in the court.

A friend told me that the European Court for justice called first court hears the matters if the dispute is within the EU area. Can someone tell me the office address of this European court for civil matters such as mine and a telephone/fax or email address. Please include a web page link if you have it for Finland, in English please.

What about court costs, issuing fee etc?

Any local lawyer out there based in OULU with whom I can discuss my matter?
