Giving passports really sounds odd - but why they was given, there are indeed many other reasons as

justification to follow and disarm them.
I'm not saying that Russians did that only to protect SO, they have their own interest to do so. But
Georgias "miscalculation" gave them the justification they had waited for long time.

That's a very interesting moment.
I believe Bernard Kouchner has already announced that after Russia's Regular army is withdrawn, OSCE is to send Peacekkeping Mission in the region.
So, The common sense of Not having a conflict side and peacekeepers of same nationality, should take precedence and will be implemented.
Same goes for Georgians by the way.
Lets internationalise the Peacekeepers - Thats the way forward.
