First: Who invents new technologies i.e. Optical disk formats.
Second: How does a company make sure it's new technology is compatible with computers?
Finally: How is this sold among the public i.e. is it just advertised or do other companies such as the computer manufacturer have to integrate it into their products?

The new technologies these days (especially ones that relate to technology) are invented by companies and not people. Usually the people who actually invent the technology are teams of people within a company. They are paid and funded by the company.
The company has to test the new technology to make sure it is compatible with computers. Usually the same teams who invented the technology test it.
If the company that invented it also has a product that they can incorporate their invention into (like a new information transfer port will be incorporated into their own computers.) If they don't have products that they can incorporate their invention into then they demonstrate how the product or invention works and then they sell it.

That is an interesting one. When I was a teenager my my parents were running one of those internet cafes, pretty popular back then. At this point of time I had no idea about computers at all other than that you could play some cool games using them.
My dad had few books about keeping and fixing PCs as he was interested in that sort if things and also in order to cut some business cost by maintaining the machines himself. One day I was browsing one of those “I am building my own PC” titles and on the back covet there were listed some other books from the same label.
There was one about programming in C++. It got my attention and I asked my dad what is programming. He answered something like: “oh, it’s like writing programs line by line using a language. It is difficult though.”
It did not scare me. I simply had to know more and since then it is appears to be one my biggest passions in my life and my job as well.
