A good source of information on travel safety is the US state department. By way of the US Embassy in Bulgaria, they post regular updates on any problems. Link provided. But, to answer your question, yes, it is safe to travel to Bulgaria, especially compared to most major US cities.

It is as save as to travel to Mexico. Imagine, Bulgaria is a poor country, every tourist from Western Europe or USA will be noticed as a rich person. Take care, avoid places with no public and try to look like an inhabitant. There is more risk to walk through New York at night.

Hi, i am from Romania and i can say it's a pretty safe place now.
As for their black sea resorts, imagine that Romania has a great coastline but the power hungry our in our country have bought the hotels, and the prices are very high, services are very poor, the beaches are quite dirty, with garbage i mean( although they "kinda" clean them up every night). So considering this it's no mystery why 50% of Romanians( who go for their vacation to the seaside) go to the Bulgarian resorts which offer very good services, and very cheap prises compared to us.
2-nd ... the communist era is only 20 years in the past... so it's the same thing as in my country: the attitude of the politicians, that that they keep "on display" has changed.. they are all democrats now, but inside they are still communists, still blocked in those ideas, so communism will go away in probably 20-30 years in Bulagria and Romania.
Also, who said communism was bad....

Hi, I lived in Bulgaria for 9 years and now live in New York State, USA. I can say from my experiance, that it is a very safe place. The beaches are fantastic. The sand is golden and warm, while the sea is cool and blue. The Black Sea's best beaches are in Bulgaria. The best places are Golden Sands and Kiten in my opinion. The hotels there range from avarage to luxurious, grand, 4 star hotels, with a view.
